Job Summary 

WINTrio LLC is seeking a technically proficient Deputy Program Manager / Delivery Lead to support the execution of Federal IT and digital transformation programs. This role is responsible for day-to-day delivery management, coordination across technical teams, and ensuring program outputs meet technical, security, quality, and contractual requirements. 

The ideal candidate will possess experience supporting cloud modernization, DevSecOps, cybersecurity, application development, and data modernization initiatives within Federal environments. This position requires strong organizational, communication, and coordination skills, along with familiarity with Agile delivery methodologies, Federal compliance requirements, and enterprise technology programs. 

The successful candidate will work closely with Program Managers, Government stakeholders, technical teams, and subcontractors to ensure successful program execution and delivery. 

Key Responsibilities 

  • Oversee day-to-day execution of technical workstreams supporting cybersecurity, cloud modernization, DevSecOps, application development, and data engineering initiatives. 
  • Track and manage project deliverables, milestones, sprint activities, and performance metrics. 
  • Coordinate activities across technical teams, subcontractors, and stakeholders to ensure alignment with program objectives. 
  • Support Agile delivery processes, sprint planning, backlog management, and release coordination activities. 
  • Assist with CI/CD pipeline execution, deployment planning, release management, and operational readiness activities. 
  • Monitor program schedules, risk registers, issue logs, action item trackers, and project documentation. 
  • Support Risk Management Framework (RMF) activities, including ATO support, vulnerability remediation tracking, and compliance initiatives. 
  • Coordinate integration efforts involving APIs, cloud services, enterprise applications, and data platforms. 
  • Assist in the development of executive briefings, performance reports, dashboards, and program status updates. 
  • Ensure compliance with Service Level Agreements (SLAs), Quality Assurance Surveillance Plan (QASP) metrics, and contract deliverables. 
  • Support continuous improvement initiatives, process optimization efforts, and delivery best practices. 
  • Maintain effective communication with Government customers, program leadership, and technical teams. 

Required Qualifications 

  • Bachelor’s degree in Information Technology, Computer Science, Engineering, Business Administration, Management Information Systems, or a related field. 
  • Minimum seven (7) years of experience supporting Federal IT delivery, technical program coordination, or project management activities. 
  • Experience supporting cloud modernization, DevSecOps, cybersecurity, application development, or enterprise technology environments. 
  • Understanding of Federal compliance and security frameworks, including RMF, FISMA, and NIST standards. 
  • Experience using Agile delivery and project management tools such as JIRA, Azure DevOps, or similar platforms. 
  • Experience coordinating cross-functional technical teams and managing project deliverables. 
  • Strong written and verbal communication skills. 
  • Strong organizational, analytical, and problem-solving abilities. 
  • Ability to manage multiple priorities and deadlines in a dynamic environment.

  • Familiarity with Federal digital transformation initiatives and modernization programs. 
  • Experience supporting geographically dispersed teams and stakeholders. 

Work Environment 

  • Full-time position. 
  • Remote within the United States. 
  • Standard business hours Monday through Friday. 
  • Occasional travel may be required in support of customer meetings, program reviews, and project activities.
