Job Summary
WINTrio LLC is seeking an experienced Data Governance Lead to establish and support a federal agency’s enterprise data governance program. This role builds the foundation for data quality assurance, compliance best practices, and stewardship across the organization, working closely with the Chief Data Officer and a Data Governance Committee.
Key Responsibilities
- Support the Chief Data Officer and Data Governance Committee, including charters, meeting support, and decision tracking.
- Develop a Data Governance Maturity Model and associated improvement roadmap.
- Create and implement an agency wide Data Quality Framework, including defined quality dimensions, metrics, and reporting practices.
- Produce high level compliance documentation supporting privacy, retention, access controls, and authorized use.
- Deliver targeted training on governance, stewardship, and data quality best practices.
- Ensure governance milestones are achievable, clearly defined, and consistent with federal expectations.
Required Qualifications
- Experience applying federal data management expectations, including auditability, traceability, and quality controls.
- Familiarity with metadata standards, stewardship practices, and data quality frameworks.
- Experience producing SOPs, runbooks, and governance artifacts for federal stakeholders.
- Experience working in a federal or regulated environment with stakeholders, CORs, and structured deliverables.
- Strong training and facilitation skills, with the ability to demonstrate improved awareness among program participants.
- Must be eligible for a Moderate Risk (MBI) background investigation.

- Data Governance Frameworks: maturity modeling, quality dimensions and metrics
- Compliance Documentation: privacy, retention, access controls, authorized use
- Stewardship & Metadata Standards
- Training & Facilitation for governance and stewardship best practices
- Recommended Certifications (not mandatory): DAMA Certified Data Management Professional (CDMP), Associate or Practitioner level
Work Environment
- Full time or part time position, based on contract activation.
- Remote eligible; contractor services may be performed remotely per the contract’s terms.
- Standard business hours Monday through Friday.
- No travel required.
