Job Summary 

WINTrio LLC is seeking an experienced Agile Project Manager / Scrum Master to support Federal IT and digital transformation programs. This role is responsible for leading Agile delivery activities, coordinating technical teams, and ensuring successful execution of software development, cloud modernization, DevSecOps, and data engineering initiatives. 

The ideal candidate will possess strong Agile delivery experience, excellent communication skills, and the ability to facilitate collaboration across development, cloud, cybersecurity, and business teams. This position requires balancing Agile methodologies with Federal reporting requirements, compliance standards, security controls, and structured delivery processes. 

The successful candidate will work closely with Product Owners, stakeholders, developers, engineers, and program leadership to ensure continuous delivery of high-quality solutions that support mission objectives. 

Key Responsibilities 

  • Facilitate Agile ceremonies, including sprint planning, daily stand-ups, backlog refinement, sprint reviews, and retrospectives. 
  • Manage Agile artifacts, including epics, features, user stories, acceptance criteria, and sprint backlogs. 
  • Coordinate delivery activities across software development, DevSecOps, cloud, cybersecurity, and data engineering teams. 
  • Track sprint velocity, burndown metrics, team performance, and delivery progress using Agile management tools. 
  • Support Agile planning, release management, and continuous delivery activities. 
  • Collaborate with Product Owners and stakeholders to prioritize requirements, manage backlogs, and align delivery with mission needs. 
  • Ensure Agile delivery activities align with Federal documentation, traceability, quality, and compliance requirements. 
  • Identify, escalate, and remove impediments affecting team productivity and delivery performance. 
  • Support CI/CD pipeline execution, automated testing efforts, and deployment coordination activities. 
  • Maintain visibility into program status through dashboards, reports, and stakeholder communications. 
  • Promote Agile best practices, continuous improvement, and team collaboration across projects. 
  • Support program leadership in meeting contractual, performance, and delivery objectives. 

Required Qualifications 

  • Bachelor’s degree in Information Technology, Computer Science, Engineering, Business Administration, Management Information Systems, or a related field. 
  • Minimum five (5) years of experience serving as a Scrum Master, Agile Project Manager, or Agile Delivery Lead. 
  • Experience supporting Agile delivery within software development, cloud modernization, DevSecOps, or data engineering environments. 
  • Strong understanding of Agile methodologies, including Scrum, Kanban, SAFe, or hybrid Agile frameworks. 
  • Experience using Agile management tools such as JIRA, Confluence, Azure DevOps, or similar platforms. 
  • Experience coordinating cross-functional technical teams and managing competing priorities. 
  • Strong written and verbal communication skills. 
  • Strong facilitation, organizational, and stakeholder management abilities. 
  • Ability to manage multiple initiatives in a fast-paced environment.

  • Experience supporting software modernization, cloud migration, or digital transformation programs. 
  • Familiarity with Federal compliance requirements and technology governance processes. 

Work Environment 

  • Full-time position. 
  • Remote within the United States. 
  • Standard business hours Monday through Friday. 
  • Occasional travel may be required in support of customer meetings, program reviews, and project activities.
