Position Overview
WINTrio LLC is seeking a technically proficient Deputy Program Manager / Delivery Lead to drive execution across federal IT programs. This role focuses on day-to-day delivery management, coordination across technical teams, and ensuring that program outputs meet technical, security, and contractual requirements.
The role requires strong familiarity with cloud environments, DevSecOps pipelines, and Agile delivery within compliance-driven federal systems.
Key Responsibilities
- Oversee daily execution of technical workstreams including cybersecurity, cloud, DevSecOps, data engineering, and software development.
- Track and manage deliverables, milestones, sprint outputs, and performance metrics.
- Coordinate across teams using tools such as JIRA, Azure DevOps, and ServiceNow.
- Support CI/CD pipeline execution, release management, and deployment coordination.
- Monitor RMF processes including ATO activities, vulnerability remediation, and control implementation.
- Maintain program artifacts including schedules, risk logs, issue trackers, and technical documentation.
- Support integration of APIs, cloud services, and enterprise systems.
- Assist in preparation of performance reports, dashboards, and executive briefings.
- Ensure compliance with SLAs, QASP metrics, and contract deliverables.
Required Qualifications
- 7+ years of experience in federal IT delivery or technical program coordination.
- Experience supporting cloud, DevSecOps, or application development environments.
- Understanding of federal compliance frameworks including RMF and FISMA.
- Experience with Agile delivery tools such as JIRA or Azure DevOps.
- Strong coordination, documentation, and communication skills.
- Bachelor’s degree required.

- Containerization: Docker, Kubernetes
- Security Tools: ACAS, Nessus, eMASS, vulnerability tracking tools
- Project Tools: JIRA, Confluence, ServiceNow, MS Project
- Data & Integration: REST APIs, microservices, SQL-based systems
- Monitoring: Splunk, ELK, Azure Monitor
Preferred Certifications (Not Required)
- PMP or CAPM
- Certified Scrum Master (CSM) or PMI-ACP
- AWS or Azure Associate certifications
- Security+ or equivalent
- ITIL Foundation
Preferred Qualifications
- Experience supporting multi-vendor federal programs.
- Exposure to DevSecOps or cloud-native application environments.
- Experience with performance reporting and contract compliance tracking.
