Position Overview

WINTrio LLC is seeking a technically driven Program Manager to lead large-scale federal IT and digital transformation initiatives across cybersecurity, cloud, DevSecOps, data engineering, and application modernization domains. This role requires strong program governance combined with hands-on understanding of modern architectures, federal compliance frameworks, and enterprise-scale delivery.

The Program Manager will oversee multi-disciplinary teams operating in hybrid and cloud environments, ensuring alignment with federal security standards, contract deliverables, and mission objectives.

Key Responsibilities

  • Lead execution of complex federal IT programs spanning cybersecurity, cloud migration, DevSecOps pipelines, data platforms, and enterprise applications.
  • Oversee technical delivery across architectures including AWS GovCloud, Azure Government, hybrid cloud, and on-premise environments.
  • Ensure compliance with NIST RMF, NIST 800-53 controls, FISMA, FedRAMP, and Zero Trust Architecture requirements.
  • Manage program governance artifacts including Integrated Master Schedule (IMS), risk registers, issue logs, and POA&M tracking.
  • Provide oversight for ATO lifecycle activities, continuous monitoring, vulnerability management, and audit readiness.
  • Drive adoption of DevSecOps practices including CI/CD pipelines, Infrastructure as Code (Terraform, ARM), and automated testing.
  • Manage subcontractors, staffing plans, and cross-functional teams across multiple task orders.
  • Establish and track KPIs, SLA metrics, and program performance dashboards.
  • Lead executive-level briefings, stakeholder engagements, and contract performance reporting.
  • Coordinate integration across systems including APIs, microservices, data pipelines, and enterprise platforms.

Required Qualifications

  • 10+ years of experience managing federal IT programs with technical delivery responsibilities.
  • Demonstrated experience across cybersecurity, cloud, DevSecOps, data engineering, or application modernization programs.
  • Strong understanding of federal compliance frameworks including RMF, FISMA, and FedRAMP.
  • Experience managing cloud-based programs (AWS, Azure, or hybrid environments).
  • Experience leading multi-team, multi-vendor delivery environments.
  • Bachelor’s degree in a technical or related field.

Technical Skills & Tools

  • Cloud Platforms: AWS (GovCloud), Azure Government, hybrid cloud architectures
  • DevSecOps: Jenkins, GitLab CI/CD, GitHub Actions, Azure DevOps Pipelines
  • Infrastructure as Code: Terraform, ARM Templates, CloudFormation
  • Security & Compliance: NIST RMF, NIST 800-53, STIGs, SCAP, eMASS, Xacta, ACAS
  • Monitoring & Logging: Splunk, ELK Stack, Azure Monitor, CloudWatch
  • Project & Delivery Tools: JIRA, Confluence, ServiceNow, MS Project
  • Data Platforms: SQL Server, Azure SQL, PostgreSQL, Snowflake (preferred exposure)
  • Architecture: Microservices, REST APIs, containerization (Docker, Kubernetes)

Preferred Certifications (Not Required)

  • PMP (Project Management Professional)
  • CISSP or CISM
  • AWS Certified Solutions Architect or Azure Solutions Architect Expert
  • SAFe Program Consultant (SPC) or SAFe Agilist
  • Certified Cloud Security Professional (CCSP)
  • ITIL Foundation or higher

Preferred Qualifications

  • Experience managing IDIQ, BPA, or task order-based contracts.
  • Familiarity with Zero Trust Architecture implementations.
  • Experience with large-scale data platforms or analytics environments.
